Why create a mooring field?
Mooring fields are created for a number of reasons, most commonly, to provide regulatory ability to ensure ordering boat mooring, protect the existing environmental conditions and habitat, promote tourism, and the enhance water related activity.
Common goals for creating mooring fields:

Be ecologically and habitat friendly
Promote tourism and provide economic benefit to merchants with minimal infrastructure requirements
Be a self sustaining, user-funded amenity
Provide proprietary moorings more secure than normal anchors
